前香港眾志主席羅冠聰，聯同英國保守黨人權委員會委員裴倫德（Luke de Pulford）等，計劃向多位英籍高級香港警務人員提出私人檢控，要求他們為涉嫌干犯的酷刑罪答辯。有關訴訟基金籌款今天（9 月 1 日）已達標，籌得超過 20 萬英鎊（折合約 207 萬港元）。
裴倫德（Luke de Pulford）今天在 Twitter 發帖，指共有 4,540 人捐款，合計金額 20 萬英鎊。
訴訟團隊早前呼籲公眾，就去年 6 月 12 日金鐘中信大廈事件，以及在警察拘留期間中受到的虐待，包括身體及心理傷害、性侵等暴行提供證據。稍後團隊將公佈保密平台以收集證據，作供者身份將被保密，團隊亦為訴訟發起眾籌，希望籌得 20 萬英鎊以支持訴訟，呼籲公眾支持。
根據他們的計劃，籌得經費後會由倫敦的Edmonds Marshall McMahon律師樓領導私人檢控，還有數名英國國會議員支持，惟暫未有點名指出哪些香港英籍高級警官會被控告，強調濫暴的警官要受英國法律約束。
他們曾呼籲，去年6月12日金鐘中信大廈事件的受害者，以及在警察拘留期間中受到虐待，包括身體及心理傷害、性侵等暴行的人士提供證據。

The @GOVUK believes that @hkpoliceforce brutality should be investigated.
Three of the KEY perpetrators of that brutality are British policemen: Rupert Dover, David Jordan and Justin Shave.
